* Move various search parser helper methods (`has_metatag?`,
`is_single_tag?` et al) from PostSets and the Tag model to
PostQueryBuilder.
* Fix various minor bugs stemming from trying to check if a search query
contains certain metatags using regexes or other adhoc techniques.
This was an alternate frontpage that contained a list of previews of the
most popular tags. This page was never linked from anywhere and it was
unknown by most users.
Previously the page-based (numbered) paginator would always count the
total_pages, even in API calls when it wasn't needed. This could be very
slow in some cases. Refactor so that total_pages isn't calculated unless
it's called.
While we're at it, refactor to condense all the sequential vs. numbered
pagination logic into one module. This incidentally fixes a couple more
bugs:
* "page=b0" returned all pages rather than nothing.
* Bad parameters like "page=blaha123" and "page=a123blah" were accepted.
Make /favorites redirect to a ordfav:<user> search instead of having a
separate view just for favorites. This duplicated a lot of code for no
good reason.
* Move the limit:<n> / order:random metatag parsing from the controller
to the post set.
* Introduce `Tag.has_metatag?` and use it to parse these metatags
instead of using a regex (#2894).
Fail loudly if we forget to whitelist a param instead of silently
ignoring it.

The Rails convention is for test/helpers to be used for testing the view
helpers in app/helpers. We were using it to store certain utility
methods instead. Move these to test/test_helpers so that test/helpers
can be used for its intended purpose.
