ad998a8127 media assets: add image redirect routes. 
Add URLs that redirect from a media asset to the image:

This is useful if you have a media asset ID and want to get to the image
without looking up the image URL in the API.

This endpoint is rate-limited to 5 requests per second. It's not meant
to be used for things like thumbnail galleries or bulk scraping images.

4ba993319a media assets: add file_key, is_public columns. 
`file_key` is a random 9-character base-62 string that will be used as
the image filename in the future.

`is_public` is whether the image can be viewed without authentication or not.

Users running downstream boorus must run `bin/rails db:migrate` and
`script/fixes/109_generate_media_asset_file_keys.rb` after this commit.

0132c5f0a5 media assets: fix md5 leak in media assets. 
Fix unprivileged users being able to see images and MD5 hashes of media
assets belonging to censored posts.

b068c113a8 Add MediaAsset model. 
A MediaAsset represents an image or video file uploaded to Danbooru. It
stores the metadata associated with the image or video. This is to work
on decoupling files from posts so that images can be uploaded separately
from posts.
