Add a `respond_to_search` test helper for concisely testing that a
controller's index action correctly responds to a search. Usage:
# Tests that `/tags.json?search[name]=touhou` returns the `touhou` tag.

Fixes parallel tests failing because uploads for different tests were
stored in the same directory and uploads got clobbered when cleaning up
this directory.
Add minitest-reporters gem. Replace the default output of `bin/rails
test` with a progress bar. The default output just emits periods for
passed tests, which makes it hard to tell how long tests will take and
causes test runner output on Github to appear to hang. The web console
on Github is line buffered, but the default test runner doesn't normally
emit newlines (unless a test fails), so the output can hang for a long
time.
* Fix the pool version SQS service to always be mocked before every
test. Before we had to manually set it up before every test dealing
with pool versions.
* Fix it so that we reconnect to the post/pool version databases before
every test. Before using $ARCHIVE_DATABASE_URL to set the database url
failed because environment variables weren't loaded by dotenv yet when
connections were first established.
In xml responses, if the result is an empty array we want the response
to look like this:

not like this (the default):
<nil-classes type="array"/>
This refactors controllers so that this is done automatically instead of
having to manually call `@things.to_xml(root: "things")` everywhere. We
do this by overriding the behavior of `respond_with` in `ApplicationResponder`
to set the `root` option by default in xml responses.
Caused by a change in FactoryBot 5. Associations in factories are now
constructed using the same strategy as the base object, meaning that
using `build` to construct an object will also construct the
associations using `build`. This meant that overriding `create` to do
`build` + `save` broke the way that associations were constructed.

* Perform backups synchronously inside `distribute_files` instead of
asynchronously in `queue_backup`. Asynchronous backups assumed that
files are stored on the local filesystem, which isn't true in general.
* Remove obsolete backup service classes.
The Rails convention is for test/helpers to be used for testing the view
helpers in app/helpers. We were using it to store certain utility
methods instead. Move these to test/test_helpers so that test/helpers
can be used for its intended purpose.
Create the DanbooruBot account in db/seeds.rb instead of in an
initializer. Move the old db/seeds.rb to db/populate.rb.
Fixes a bug introduced in e2eb45a. Creating DanbooruBot in an
initializer was wrong because in a fresh install the users table doesn't
exist yet. This caused `rake db:migrate` to fail.
