Add a thumbnail view to the /media_assets page. This page lets you see
all images uploaded to Danbooru by all users (although you can't see who
the uploader is). Also add a link to this page in the subnav bar on the
upload page.
Refactor the post preview html to use the ViewComponent framework. This
lets us encapsulate all the HTML, CSS, and helper methods for a UI
component in a single place.

Standardize on using `show_deleted: true` instead of `tags: "status:any"`
when rendering thumbnails and we want to show deleted thumbnails.
Also fixes it so that deleted thumbnails are shown when reordering pools
and favorite groups.
Previously the search form on the /iqdb_queries page submitted directly
to the iqdb service (karasuma.donmai.us), which redirected back to
Danbooru with the search results.
This was different than API requests, which submitted to
/iqdb_queries.json which proxied the call to iqdb through Danbooru.
Because of this, searches on the /iqdb_queries page had different
behavior than API requests. Things like filesize limits and referrer
spoofing were handled differently.
Now searches on the /iqdb_queries page submit directly to Danbooru. This
is simpler and it means that API requests and HTML requests have the
same behavior.
Normally thumbnails have a fixed size of 154x154, but that's not always
desirable outside of the posts index because it creates empty gaps
around thumbnails.
Fineprint text was variously styled with `.info`, `.tn`, `.hint`, or
`.cost-footnote` css classes. Standardize on `.fineprint` instead. Use
`.hint` only for form hints and `.tn` only for <tn> tags in translation
notes.
Incidentally changes the font size of form hints to 0.8em (was 0.7em)
and the color of fineprint to #888 (was #AAA or #666).
* On the /uploads/new page, instead of just showing a "This post has
probably already been uploaded" message, show the actual thumbnails of
posts having the same source as what the user is trying to upload.
* Move the iqdb results section up top, beside the related posts section.
