Add options to disable comments, the forum, and autocomplete. This is
for personal boorus and potentially for safe mode. Note that disabling
the forum may cause difficulties with creating and approving BURs.
Disabling comments and the forum merely hides them from most areas,
rather than completely removing them.
Factor out FontAwesome icons into a set of helpers. This is so that it's
easier to keep track of which icons we're using and easier to change
icons globally.
Refactor the post preview html to use the ViewComponent framework. This
lets us encapsulate all the HTML, CSS, and helper methods for a UI
component in a single place.

Don't use pretty names (spaces instead of underscores) for pools in post
tooltips. This is for consistency with tags (which have underscores
here) and for easier copy & pasting.
* Use more compact timestamps in post tooltips ("39 minutes ago" -> "39m ago")
* Move timestamps to the right (after favcount + score).
* Switch favorite icon from star to heart.
Normally thumbnails have a fixed size of 154x154, but that's not always
desirable outside of the posts index because it creates empty gaps
around thumbnails.
* Use underscores instead of spaces for tags in inline tag lists (upload
tags report, tooltips, modqueue, comments page).
* Allow long tags to word wrap. Fixes long sources not wrapping in the
uploads tag report. Also fixes very long tags that don't have
underscores not wrapping in the sidebar (ex: kuouzumiaiginsusutakeizumonokamimeichoujin_mika).
Refactor tag_list_html, split_tag_list_html, and inline_tag_list_html to
take the `show_extra_links` and `current_query` options explicitly,
rather than implicitly relying on CurrentUser or taking `params[:tags]`
from the template.
Add a header bar containing the following information:
* Uploader + top tagger + upload date
* Score, favorite count, comment count
* Rating
* Source (Pixiv, Twitter, etc)
* Image dimensions
Also list series pools with tags.
