pools: cleanup unneeded code.

* create_mod_action_for_destroy didn't exist (pools are never destroyed).

* is_active and is_deleted are already initialized via database defaults.

* creator_name is already defined by belongs_to_creator.

* Returning true/false in validations does nothing.
